Implement one bounded correction slice for the remaining Route 4 `G1-E` fail-closed records.

## Tasks

1. freeze the two Route 4 records
2. confirm the repeated missing contract
3. implement one bounded `G1-E` correction slice
4. rerun bounded validation
5. publish Route 4 delta

## Expected Coverage Delta

1. reduce the `G1-E` fail-closed bucket
2. preserve current `G1-E` real-sample pass and canonical stability

## Completion Criteria

1. Route 4 bucket has measured before/after status
2. Route 4 is closed or deferred
