This report inspects non-G3 structured fail-closed buckets after Phase 2. It does not start G8 attachment runtime, full host runtime transport, or login recovery.

Decision

No small-bucket implementation slice is started in this roadmap. The G3 slice is intentionally limited to structured evidence preservation, and the remaining small buckets either require runtime capability or have too little repeated evidence to justify a safe generic correction.
