## What Changed

Populated `references/org-dictionary.json` for the fixed `10` required-param `multi_mode_request` skills using a pseudo-production starter dictionary derived from existing deterministic-submit fixture evidence.
|
|
|
|
The starter dictionary contains `兰州公司`, `城关供电分公司`, and `天水公司` aliases. It is sufficient to validate natural-language parameter plumbing, but it is not a full production organization tree.
|
|
|
|
